Sick dwarf angel?

I have a bicolor dwarf angel. He has a whitish film over him. It looks very apparent where his body is blue. It's almost like he rubbed his body against a white powdery substance. But it's either parasitic or bacterial. Any ideas on what it could be and how it can be cured?

Could be one of several things. Could be Brooklynella, Oodinium, Amyloodinium...

I hope he's in your QT. It's likely protozoan (if it's one of the above). Formalin based medicine (like Hikari Ich-X) might address it.
