Sorry another sump question

Well I thought I knew what I was doing but..... I have a HOB do I want the end of the tube below the water level in the sump or above and just running into the water. I have it under the water level and I seam to be putting a lot of bubbles in the sump.

Mine is under the water level to help break the sound and yes it makes bubles but the ones I get are kinda big and are sucked up by the skimmer anyway which makes a few bubbles of its own

Above the water, without something to slow it down it sounds like niagra falls which I find kinda soothing but it makes me wanna go pee.
