Starting my tank back up

Well I've been gone for a long time but I found my way back.. needless to say I forgot a lot on my time off but I still have everything I need.. I bought me a 3 gallon nano that I'm wanting to start up .. I still have the live rock and sand from my last tank and I was wondering what I needed to do to start it back up.. no hurry to get fish if I don't have to .. just need to know the process to cycle it.. do I need to clean the live rock and sand etc?

The live rock is now dead rock I am sure. If that is the case, I would bleach it. I have never done it but many here can help you with the best ways. As for sand, at the least I would wash it several times but in all honesty, I would just dump it and by new. That small of a tank wont take much.

As for cycling the tank, I am sure you will need to because nothing has living bacteria on it any longer.
 
Isn't cycling the establishment of living bacteria? I think all tanks cycle unless you use live rock. Even then it seems like some tanks still have a cycle.
 
Just seems like wasteing money if I throw all that sand away.. I was thinking of cleaning it and useing half of it and half of a new bag that I got.. the new one I got is carribean I think but its a smaller bag and I bought it prolly 5 years ago and ain't used it yet.. would it still be ok

My bags of sand have all had an expiration date on them. I'm assuming that's because the bacteria lives only so long.
