Structural engineer

I don't know any but if you're asking... you might as well just spend the money adding a support beam if you can access the floor below it. It is fairly cheap for the materials and easy to do as well. It's going to cost a lot less than getting an engineer to give you a stamp of approval, that is if they even agree to do it. If you're asking for general questions, just put it out there and maybe you can get some feedback.
 
I agree with @civics14 There are a lot of members that have supported large tanks on second floors. Can you post some pictures of the area and what you are trying to accomplish? Do you want to put a tank on the second floor or over a crawl space?
