LEDs are more efficient and there are so many benefits and options with LEDs.

My T5 fixture was $600 new.. LEDs today would probably run a few hundred more for same thing but between the electric going in the lights and the electric going in my AC (200g of water warms a room up) I'd def go LED if doing it again with new equipment. Right now with so many folks switching to LED there are some great used deals on T5 though, I'd look into going used and retrofitting it to your needs. I got a ballast and 2 reflectors from premier aquatics when they moved for $25, with used bulbs to boot!
