Testing t-5 Ballast

Have 3 t-5 ballast driving 6 lamps. Recently I got six new bulbs and all was well until one ballast appeared to go out today. I unplugged from reef keeper and into another outlet and neither light works. Sounds like its the ballast. One of them appeared to flicker a few times recently. Any way to test the ballast? I would not think both new bulbs went out at same time. I can take the canopy off and check connections. Wanted to know how to trouble shoot. Any ideas?

check all of the wiring and connections first.

Then, swap the bulbs around. If the good ballast fires the bulbs, then the bulbs are good. If the "bad" ballasts doesn't fire the good bulbs, then it's the ballast.
