Transferring tanks steps

In the past if had some time and let new tanks sit for about a month before doing anything with testing/moving or adding livestock around. this time I was going to do it in a few days. Should I mix up the water first in the new tank then add rock and sand or rock and sand, water then salt to correct salinity?

Ive got about 40pounds of dead rock for the new tank plus about 20pounds from my 20g with corals that will be going in the new tank.

In my opinion, I would try to get the dead rock cycling in a trash can as soon as possible, that’s a lot of rock percentage wise in comparison to what is established. That said, I have had good success with the biospira product for tank transfers or instant startups like my 20 cube.
