Using Instant Ocean Holdfast (Help)

Just bought this stuff and thought it was formulated to work and cure in wet applications. The intructions state that surfaces should be dry before applying. How is that practicable? The frag pug and frag itself is going to be wet. Any ideas? I have not had good experience with super glue. Thanks!

I always have a towel and dab the plug and the bottom of the coral dry before gluing. This goes for superglue also
