UV Sterilizer Question.

Two questions

1) when do you know if you need a new bulb?

2) does the below picture mean the sterilizer is completely defective? This is not the bulb, its the end the the bulp goes into the tube. In theory, this tiny section is outside of the chamber that the water/light ever goes into in the first place.
 
The clear tube, or quartz sleeve, should be ok if that’s the only part that’s chipped since it’s on the dry side. It could be a problem if the crack goes below to the wetside.

Is that a crack on the top screw-on portion? It could potentially leak water from it. Have you been using it like this?

I didn’t know it was like that, but yes it was set up about 4 months ago in this condition and worked well. And no not a crack, just the seam where the plastic was manufactured.
 
Not sure if there’s a way to tell when you need to replace it. I just change it yearly
