from what i understand it is simply introducing a carbon source to feed and proliferate bacteria in the tank.
this bacteria is denitrifying bacteria, so it helps get rid of any floating nitrates (not literally floating).
From what I can gather this is used to reduce the macro levels of nitrates in the tank below what the lowest measurement of the typical test kit can discern.
