Pressure rated pumps will do far better against head loss, and they work better with some skimmer applications (like Beckett skimmers).
 
So as a return pump for a tank that has the sump under the tank it is not going to make much difference between the 2. Right or wrong??
 
Right. You'll get a little more gph (or more correctly, you'll lose a little less to head loss) with the pressure pump, but not enough to be a big deal. FWIW, if the two pumps have similar gph ratings, age and price, I'd go with the pressure pump just because you can (in theory) do more with it in the future than you can with the "regular" pump.
