1 drilled overflow question

So I picked up a used tank that is drilled with two 1" holes and has like oversized washers glued to them on the outside.
What might be the purpose of those?
Can I safely remove them?

And next question: where would I get bulkheads that fit, I don't wanna use a Home-Depot "piece-it-together" solution...

If it's a 1" hole, then it's probably made for a 3/4" bulkhead. Get bulkheads at an LFS. I think I have a few laying around. PM me.

I would guess that the gaskets are glued on with silicone and you can take a razor blade and remove them. Saltwater city has a ton of bulkheads, i was just there and picked up a few as well.
