i have a 5 gallon bucket of sand that was live at one point. but has been in the bucket for over a year covered. is it ok to use?

Just fill a 5G bucket about 1/2 way up, stick a garden hose in it and rinse it 'til it comes clean (requires stirring, dumping, repreating). Then either let it dry, or put it in a tank and let the tank run for a while to clear out the chlorine from the hose water and you'll be fine.
