Advice Housing my Engineer Goby

This guy is by far my favorite fish in my 93 but due to travel circumstances, etc. I've gotten rid of my clams/corals and am planning to go to a smaller tank, fish only, to keep my favorite fish and lower my total maintenance required. I'm looking to set up a small tank (25-30 gallons) which is fine for my small Picasso clowns but I'd REALLY like to hold on to my Engineer goby as well. Problem is he's 2 years old and about a foot long. I hate to put him in a smaller tank but in reality he NEVER swims anyways. Just sits under his favorite rock waiting for me to feed. He'll move a little sand around from time to time but in all a VERY inactive fish. I'll have a significant sump and stand-alone refugium and serious overkill skimmer so bio-load isn't an issue....but just wondering why Engineer gobies are recommended for a 50-70 gallon minimum tank size since mine never moves:D I assume it's from a bioload standpoint since they eat ALOT. Any advice would be appreciated.
 
Only time I've ever seen my engineer more than 6" from his rock is when my doser inadvertantly dumped a week's work of CA in the tank and the water turned white with precipitation. He came to the glass then and had a WTH look in his eyes:D
