Apex remote access - need help

Hey guys, I leave for vacation in like 6 hours and I've spent the last 5+ trying to get my remote access working.

I changed my apex to port 9999
I set my apex dhcp off and set my apex to be assigned ip address 192.168.0.10 by my router
I can get my ipad apex app to find the controller on port 9999 and connect to it while in in my home network. I can also get there on my pc by doing apex:9999
However if I try to go in through my 3g phone connection or 3g wireless hotspot I can't connect.
I try to connect by typing my home IP address followed by :9999 and it just times out.

I set up a port forwarding in my Motorola router to the following
Local IP 192.168.0.10
Local Start Port 9999
Local End Port 9999
External IP external ip as shown by whatismyip.org
External Start Port 9999
External End Port 9999
Protocol TCP
Description Apex
Enabled yes

Can anyone tell me what I'm doing wrong? I really want to get this working before I leave!

I can't remember the exact issue but it has something to do with how your provider handles IP addresses to your router. I know the manual talks about getting a Domain Name Service like <span style="font-size: 12px">
DynDNS. At this point you might want to just set up email notifications and have it send you a status email every hour or so.

Did you set your IP address to Static? This is required however less secure as it never changes and easier for hackers.

Yeah, I set my IP address for the apex as static. I know your ISP can change your access IP address but I was in a hurry and just wanted to get it working until that happened and it hasn't changed.
I'll see if I can email apex.

Could be your ISP blocking the port you are using. Not sure what type of phone you are using I know for android phones there is an app that let's you do trace routes and pings from your phone. That way you can tell if you are hitting your router

Probably not a DNS issue since you are putting in the IP address directly. Is your router's firewall blocking the request?
