My wonderings are a little more pessimistic, as I have to wonder if some store owners just say X item is not eligible for the discount only when it comes time to checkout at the register, just to see if the customer will call their bluff and complain.

Next time it happens to me, I'm going to leave the item at their checkout counter and report it to the BoD like Jeremy suggested. I don't want to be Debbie Downer, but I hate dishonesty (theft).

I can dig not discounting stuff already on sale. Kinda goes along the "cannot be combined with other offers."

One of the problems that I've seen in the past is that a store will take their corals, mark them up 10%, then put them on sale by the same amount. This way, they're selling at the regular price, but not eligible for ARC discount.

Or mark them up 100% and offer a 30% discount

Oh, well that's just a crappy and shortsighted way to do business. There's probably other stuff that they do badly as well, and it will probably catch up with them one day.
