Ballast issue?

Electronic ballast
Dual 250.
Plugged in and nothing happens. No hum ... Nothing. Swapped power cable and outlet. Nothing.
The breaker on the ballast isn't popped out.

Am I missing something?
Lamps = 250w Phoenix 14k

its a pulse start bulb with a probe start ballast.

Some eballast can fire all bulbs some have issues. You get different outputs from this, but some setups work. If this is a used setup have you seen the ballast fire anything??

The reason im asking eballast just stop working and that's that most of the time.

Nevermind, that is an electronic ballasts which can hit 6k volts which would damage the meter anyway...

replace the ballast.
