Who says you have to? They will not die, unless you don't do water changes, feed them, or take care of them.....

again, I have a 25G (closest to you in size)....in it I have a yellow Tang, a Potters Angel, and a 6" long goby....

30 pounds of rock or more..and corals...no skimmer...

you will be fine

Did the store where you bought that tang know the size of your tank?

I bought the yellow tang just because it was really small.
