Are you running your lights now? If so, I wouldn't sweat that temp. If your house stays this cool in the summer also you should be fine... but if you are not running lights yet, you are probably right... though with no lights running I'm surprised it is getting that warm. My 90 with 2x250w halides (as well as six pumps) is staying around 80-80.2, with the chiller unhooked and the lights running for 9 hours. The canopy fans are turning on very rarely right now.
I think the chiller manufacturers have information to help you choose a size on their websites. I'd guess 1/3 to 1/2hp would be about right.
