What is the best/safest way to remove it from the glass on the tank?

Don't put water in the tank. But if that is unacceptable, scrape it. Just be careful not to scratch the glass.

I use the metal kent scrapers. I didn't know they were safe till Jenn told me, but now I love them. I don't have to work for hours after letting the sides of my tanks go for a few weeks.

Is there water in the tank? If so, follow
Rich's advice. If not 1:1 water/vinegar mixture will have it gone in no time. You can dilute the mixture more, but it takes longer to work.

I use scaper with attaches to magnet, here's link to one I have
