Edit: the long term solution to get rid of your cyano would be to get rid of excess nutrients in the water by running gfo and doing more frequent waterchanges and by increasing the amount of flow you have in the tank. the quick cure would be to use something like chemiclean to kill it all and then do a waterchange after 48 hours
It looks a lot more like the devils hand as of now but idk for sure it's pretty small but ill shoot a pic later and I'm pretty sure one of y'all will know for sure then
