Dinos and Cyano

So I'm still battling some remaining dinos in my tank and just noticed some red cyano starting to creep in as well. I know everybody has different methods of dealing with this but I'm a little confused about something. Supposedly dinos are partially due to a low nutrient tank which I did have until I started dosing neo nitro. Cyano is supposedly due to poor water quality. To me it seems impossible to have both of these issues at the same time. But of course that doesn't seem to be the case because I do. I just put on a coralife 6X sterilizer and can't tell if it's helping yet. I'm also dosing phytoplankton and microbacter7 to try a multi-pronged approach. Any advice would be helpful.
 
What are your nutrient levels?

Imo, those organisms often out compete others, due to the conditions available.

Can you turn your lights off?
 
Nitrates-10-15ppm. Api kit
Phosphates-0.03
Calc-450
Alk-8.5
Did a three day black out last week. That helped to knock the dinos back significantly
