Elegance not Extending

First Pic Is a few days ago. Second pic Tonight. Been in the tank about 3 weeks, never extended. Should I move?

It appears to have the elegance coral syndrome and it doesn’t bode well

I would move. In my experience they are extremely picky about placement, flow, light, etc.

I agree with Hui - I doubt it'll be able to come back.
I've had several over the years and once they start going, they've never bounced back

For elegance corals, I always recommend aquacultured ones. I have my CC bullet proof elegance for ~4 years that started of as 1” frag and is now 6-7 inches across

What would you consider to be the optimal parameters and placement for success with an Elegance coral?

Mine are, although I wouldn’t know if they’re optimal:
Calcium 420
Alkalinity 11
Phosphates .04
Nitrates less than 10
Ph hangs around 8.2
Temp 76 and some change to 79
Salinity is 1.025
