The ballast I had with the same issues was not this brand, and it was probably 9-10 years ago that it happened. I thought the capacitor in mine was kind of what fed the bulb its juice while running.

I'm running Hamilton M135s on my Radium halides right now, and they are pretty nice for magnetic ballasts.

Yea these particular ones have a starter in them most of the magnetic from years past did not. PFO came out with these to fire some of the Euro bulbs and found out that they overdrive the poo out os some of the other bulbs especially the olde evc and helios bulbs.
