Help spots on rabbitfish (not ick)

There are spots all over my rabbit fishes face. I'm not sure what it is. Here is a pic.

Does any one know what those are or how to treat it?

You need to feed him more algae.

Get some selcon and soak his food in it to bring his health up. Also check the tank for stray voltage
