Help with Icecap VHO ballast

Reefers, I have a 660 and 430 Icecap ballasts and have a lose end cap and burned out bulb(s).When I plug in the ballast two lights come on and then quickly turn off. If someone has experience on VHO's can you please PM me you number I need to ask you a few questions.
