Bad Icecap 660?

i have 3 ice cap 660s that are all bad..they fire up all the bulbs and then die..Checked the wireing checking everything...Ballasts are bad..ice cap wont send me new ones because i dont have a reciept!!!

I assume you wired the 660's for a 2 lamp setup and also confirmed (somehow) that ALL the lamps are good?
