how to control water level of sump

The heigth of the water in my sump where the skimmer is meant to go is not high enough. It is at its max level in the 3rd chamber when the tank water is off. When I turn the pump on and the water goes down, it goes down to about 6.5 inches and my skimmer states an 8-10 in level for working. Also is this why the bubbles on the skimmer that I just started today are not anywhere near the top?

Those skimmers are a pain. Unless you have the water level above the pump, they won't work.

Edit: Try adjusting the wedge pipe to get the foam head just below the neck of the collection cup.
 
Water level in the middle chamber should be however high the last wall is, if that's the 8-10 you mentioned that should be enough for most any Skimmer ,sounds like you just need to adjust the Skimmer if the bubble column isn't high enough.
 
The skimmer is in the chamber with the pump. It was suggested that I put it in the middle chamber which would make the water too high but I could put something under the skimmer to raise its heigth, but I was hoping to grow chaeto. I guess that is going to be out of the question. Looks like I will be moving sand from the middle chamber
 
Yeah it would work better in the middle an ato could keep levels pretty close for use in third chamber but it will overflow the Skimmer cup every time power goes out. Do you have room in the stand for a remote fuge?
 
Or use an external or hang on type Skimmer they won't be so dependant on water level.
 
I think I am going to have to just put in the middle chamber, maybe I'll split the middle chamber into two one day.
 
Yeah, I'm in a similar situation. Grow the macro somewhere else and put the skimmer in the middle chamber. Don't fuss with the water levels.
