How to raise/lower light rack inside canopy?

I was looking at stainless steel struts tuned for the exact weight, but it turned out to be a lot more complex than I was willing to deal with and I am not allowed to hang anything from the ceiling so Im kind of out of luck.

Whole thing is designed to be raised I just cant find a cost effective way to do it.

I've got this for my bike and it would work perfectly for a light fixture. I'd do something different with the hooks to make sure the light system was very secure.
 
I removed the hooks completely and put eye bolts in their place. I paid $11 for it last summer.

Given some time I'm sure I could figure something out to raise and lower lights in a canopy. Ender, let me know if your still interested in this.
 
Im gonna have to see what I need to do to convince the wife to allow this.

My only other option is linear actuators and because my tank is a peninsula the bracing and actuators would need to be massive and ridiculously expensive.

If I could find 4 or 6 small actuators that have 10" of travel and are 12" tall when closed without breaking the bank that would work great.
