Hypo-Salinity Trouble

I need some help because I'm freaking out a little. :shout:
I have a 125g DSB-Reef and got Ich a couple of months ago. I borrowed a friends 75g and set it up as a long term QT in my basement and in December transferred my live stock. I have 3 different kind of Tang so I put some of my sons old toys in the tank for hiding spots (after cleaning them). I have a Hippo, Yellow and Achilles.

I kept the tank at normal parameters for a couple of weeks before I began the Hypo-salinity treatment. I began to lower the salinity by .002 every 12 hours until reaching 1.009 on Friday Jan 7.
Everything was going ok but I started to notice a chormis or two missing so I covered the tank with netting even though I found no evidence of jumpers.

Here's the big problem:
Two days ago I noticed my tangs have a white film all over them, they aren't eating like they were before and they are a tad lethargic. I don't have pictures because none of my shots were showing up well enough to see what I'm talking about.

This morning I did a water change to keep the salinity regulated and suck out some of the stuff that settled at the bottom. While in there I tried to blow the film off the Yellow and Achilles gently with a turkey baster. Not only did it not work but I was also surprise at the lack of response by both of the normally spry fish.

Does anyone have any ideas? I'm starting to freak out a good bit. I'm tired of losing my fish!
 
This is what I have done in the past

lights out, temp up to about 80 - if they are eating at all try some metro and focus mixed in the food with a little garlic - remove what they dont eat immediately. Offer nori on a clip, soak in garlic if you need to.

Im afraid it may all be too late. Im not terribly familiar with hyposalinity but that may be a bit low
 
I think it's a bit too low too... however what are the other parameters?

Also, what are the "toys" you put in there? Any metal on any of them?
 
The toys are plastic castle like things. nothing metal.
All other parameters are good as well. I've been keeping a close eye on my pH and it is between 7.8 - 8.0 at all times.
