IC 660 w/VHO

Got a question about my VHO's. I have them to come on at 11 and going off at 8pm. I have been noticing when I get home from work that just the halides are on and not the VHO's They are on the Reef Keeper and they wont come on when they are supposed to. I can turn the channel on and off and I just hear a click in the ballast. The channel is on but not the lights. If I go unplug the ballast then plug it back in they will come on.
Any ideas why they won't come on when they are supposed to on the timer? Also I have plugged them into different channels and it does it on those too. Is there a relay inside of the ballast that may have gone bad?

Have u check the heat? Sometimes certain bulbs turn off when they are two hot. If they come on fine but turn off a little while after halides are on. You might need to put a fan by them
