ice cap lamps

am I reading correctly that you will not get the full effect and color of ice cap lamps if you aren't using them with ice cap ballast which is over driving them. I notice geisman 15k lamps are much brighter and much whiter than 14k ice cap using the same ballast. This would make sense if ice cap lamps aren't burning to their fullest due to under driving them with a standard t-5 ballast
