Is Oil Normal in a tank?

So i was at a sponsor...

I asked why there was a heavy film of oil over the tank and he said its Normal. Is this true? To me it looked like something was wrong.
 
Most of the oily film should be skimmed off--it inhibits air/water interchange at the surface. A heavy film isn't normal IMO.
 
I used to have this on my freshwater tank. It's not harmful per se, but it can distort light penetration through the water.
 
It's not oil,

in German it is called "Kahmhaut" and it is a thin layer of bacteria and waste products, looking like oil...
 
OK thats what i needed to know. The person did not say any of that other then its normal. Just wanted to know. Ive never had it or seen it before yesterday.
