Issues with my 400w dual ballast MH

I have a dual 400w dual ballast and noticed that the lights are not getting to full light. As a result, the lighting is coming out as yellow. I have tried replacing the bulbs with the same results. What could be the issue? Im wondering if the transformers in them are going bad?

might be . check all the places that the wire is connected . when i first got mine i had to redo the wire nuts and strip some new ends so they got better conection.. sometime the wire ends will get buildup on them being around saltwater. hope this helps.
