Need help with hooking up 660 ballast.

So i was trying to install my 8 bulb t5 set up in my hood. I removed my prewired set up from the temp 2x2 frame they were on and some of the wire came out of the end caps/standoffs I thought I put them back together right . when i plugged the first set of 4 bulbs in the bulbs came on for a sec and then shut off. I ried to rewire it and now nothing. Any one got a good place to start ?im not sure why the wires want stay in the endcaps?I push them al te way in and they will come back out.

If you take the caps apart it is a little clip that you can bend to tighten up the catch.
 
ive got it wired like the 4 bulb 2 pin bulb says but getting nothing.The bad thing is is have another 4 bulbs here that are connected to anotheer 660 and they work fine. I wish i had a way to test for a short. I just redid the set up for the 1000 the time and still nothing.I did find one wire that wasnt pushed all the way in so they do seem to grab the wires when i push them in. Is there a fuse or anything i could have blown from wiring it wrong the first time.
 
I just took the endcaps apart and checked everything and re did it again and nothing. :doh:
 
I took the fuse out and the glass and fuse look to be melted a bit. Is there some where local to get a 250v fuse for these?
