OK. Looks like you can join on your own if you are 16. 
However, I would check with your parents if I were you (ok so that is the dad in me talking). LOL You will need to have a paypal account to pay for the membership. On the left side of the home screen, click on "Join". You have two options, "Register" or "Join", select join and fill in the blanks. Not sure it will ask but if it does, you will select "Student Member". Membership is for 1 year. When you pay by paypal it will default as a subscription which means one year from that date it will charge you again and renew your membership automatically. If you don't want that, you can change it from within PayPal.
