Octopus NW110 setup

If you have the 2 piece venturi. tighten down the outer nut ring. if the venturi still spins freely then you need the "gasket" even in the sump. Otherwise a little water will bypass the venturi. if it feels tight ....
 
If it is a new skimmer, oil can indeed retard skimming for quite a while. Hitting it with vinegar as others have suggested will help.

I doubt your tank is too clean. If you have fish, you probably have skimmate of some kind.

<span style="color: black;">On a side note, it is a NW not venturi. The instructions are to put a seal only on the pump output. When I first set it up, I mistakenly put a seal on the input as well and didn’t get any bubble…</span>

Roland beat me to it. NWs use venturis to suck the air in then the needlewheel chops it up.
 
Given there is a venturi type skimmer it isn't hard to confuse the two.
