PC Lighting Question

I was looking at nanotuners.com and found that they have new power compact lights and I am trying to figure what lights I want. I just have a couple of questions. First, what is the difference between actinic white lights compared to the 10k lights I currently have in my Biocube? Is it just the color temp rating of 12k as opposed to 10k? Second, what is the rating scale that is used for actinic lights? They have dual actinic lights that measure at 420nm/454nm. What scale is this, and how would they vary from the normal actinic lights that came with the Biocube? Also, I believe that I have seen 403nm actinics. Is this just another shade of blue? What does the "nm" mean? I've only ever known "nm" to mean newton meters and that has nothing to do with lights, so I am lost!
 
Don't know about the actinic white lights for PC, though I know with VHO the actinic white is a pink color (looks like a daylight bulb) while 10k will be whitish-yellow.

The dual actinic lights list the spectrum of the light, the 420/454nm is the wavelength, and most "blue" bulbs aim to replicate that wavelength.

"nm" is nanometer, it's the wavelength of the light.
