protein skimmer sump question

I bought a Turboflotor 1000 protein skimmer from a member on here a few days ago and Ive got a quick question. Im trying to set it up in my sump but Im finding different opinions on how deep the water in the sump needs to be to run effectively. Ive seen anything from 4-12 inches. Does anyone know about what it needs to be?

The recommended water level is 4-6" from what I've read. I kept the water right around the top of the pump. I had it set up where the ATO would kick on when the top of the pump housing broke the surface and off when it was covered back up.
