I think we have gotten off subject a bit. In many (perhaps most) instances the pump and return maybe able to out work a drain. In my case it can as well. That has to be adjusted for. and if you put something that slows the drain, the pump has to be adjusted again (in my case I spill it back into the sump with a simple T and a ball valve, avoid gate valves like the plague in marine aquariums).
But, the drain IS a whole lot quieter if it drains under water.
You have to decide if the reduced flow in the tank is worth it.
