Question! can I use loctite epoxy?

I am building a foam/rock wall for my 34 GL tank. Can I use loctite epoxy?
the manufacturer says: " not suitable for prolonged immersion in water".
Please give me another choice and where to find it.

Looking for the putty you roll/knead til it activates? Or something you mix and use like glue?

Aquamend for the putty stuff, any cyanoacrylate super glue for the latter, GEL being easiest usually.
