Sorry but it has been a while since I have done this. I have your basic overflow kit with bulkheads. Does the rubber seal go in the tank, on the outside, or both? It came with 4 (2 of each size). Do you glue your PVC parts in place? They are a very tight fit so I am not sure if it is necessary. I would think on the return yes but figured I would ask. Thanks in advance. :)
 
As PG said, Rubber goes on the inside (think about the water pressure, you want that pushing the seal towards the "leak" not away from it. I don't use any sealant but it sure won't hurt. I did NOT glue the drain line (though I keep the sump directly under just in case) but I DID glue a threaded fitting into the return. Try not to glue anything that has a greater diameter than the thread trough of the bulk head or you'll be cutting or sanding to remove it down the road.
 
The rubber needs to be on the flange side, whether that is on the inside or the out.

I would not seal the threaded side. If you ever have a problem an need to get the bulkhead out fast, you don't want to waste time cutting through silicone.
