Without giving it a ton of thought or doing a lot of research I could see how an under driven lamp would be bluer and an over driven lamp would be whiter. The color of a lamp is directly affected by the temp of the arc that produces the light. The lamp is constructed to provide its rated color temp at the design parameters. Change those running parameters and you change the temp of the arc. Therefore, as you dim them, I would expect them to blue out.

Now if you just didn't want full intensity on a continuous basis that would be a problem. But if you are doing it to simulate sun rise and sunset I don't see it as a huge problem.
