Recommended fish/inverts for Frag Tank?

I'm setting up a bare bottom 40b as a frag tank, and I'm debating whether I should add some fish to it. Or maybe a few peppermint shrimp for some activity. I have some live rock in the frag tank, so it won't be completely barren looking, or an eggcrate jungle.

I'm thinking that my 65g DT will be mostly soft & lps, and the 40b will be higher flow for mostly sps. They're plumbed to the same sump, along with a low flow 29g fuge, so I have some stability, and hopefully a happy pod population for a future mandarinfish in the display.

Any recommendations for reef-safe fish that do well without sand? Anything I should avoid keeping in a frag tank?
 
Softies and LPS will both benefits from fish as they will consume the nutrients (poop) from the fish. Some chromis or other water column fish would probably be good but most fish that don't make homes in the sand wouldn't really miss it. Real reefs are often in water deeper than 2 feet!
 
coolest thing I ever saw in a frag tank was Rit's decorator crab. He was all decked out in zoas and other stuff
 
I saw other recommendations online for a 6-line wrasse, and they are beautiful, but I'm worried about it competing with a mandarin for pods. I have a starry blenny in the DT that I really like, but I like the idea of a lawnmower blenny for the frag tank.
