If you want a hawkfish for the colors you could try a geometric hawkfish/perchlet. I've had one for quite a while and he's never touched any shrimp that I've seen. He was also in a tank with a sexy shrimp for quite a while and never bothered it. The only problem is that they're very secretive. It's great when i see it, but that's not very often. You might have better luck in a smaller tank. Here's a picture:

If you decide to go the eel route there are a couple things I would highly recomend. One is that you get the best skimmer you can find. Two is to plumb in a sump or something to increase the water volume. Eels are very messy eaters and they have a slime coat. Both do a number on water quality, so anything you can do to help that would be very benificial. Best of luck to you, either way you go.
