Is anybody located near "thenewpufferintown" whom could lend a helping hand? Does anyone have this model of RO that had a similar problem. Please help if you can!

Edit: Is the o-ring in membrane installation [2.1] front view damaged or pinched when cap is installed? I would remove the water line coming into the membrane section to see if water is getting to that point. This would eliminate a problem prior to water getting to the membrane area. That portion would be un-obstructed.
Can you take off the water lines and reconnect them? Maybe there is a malfunction with the vacuum within the system, i.e. water routing through the system setup.
Also, check to make sure that the water line going into the membrane has a smooth straight edge that connects to the membrane in. Also, make sure the membrane water line is not kinked. Sometimes you can make a clean small cut at the end of the water line that attaches to the membrane if you have any extra length to the water line.
How old is your system? Maybe the paragraph above can help if you have an older or used RO system that you are having the problem with.
