I was having similar issue a month or two ago. My tank would actually look better the day before the water change than the day after. I identified the problem- bad RO membrane. I bought a new membrane and prefilters and the diatom didn't come back.
Edit: If you have a good po4 kit, test the water before adding salt, and then again after.
