?: Should a sock chamber be full of water or dry

I'm designing my own refugium and sump. One unit is completely separate of the other. I'm using Melv's stacked design. The problem is, he doesn't use socks and I can't clearly see how his incoming water chamber is set up. I've looked at literally hundreds of designs and they are all different. In the refugium unit, I'm using 2 - 4" filter socks on the incoming water line. Should that chamber hold water or should the water only be at the very bottom of the chamber...say a couple of inches? This will determine where I place the dividing wall. My concern for water at the bottom is noise.

Opinions?
 
The ones I see there is only a couple of inches at the top dry.
 
My only thought is that if the sock is "dry" the weight of the water as the sock fills up. A full sock holds more water then I thought. Yeah I know I'm supposed to change the before the fill up, but life happens.
If the sock is half submerged then there's that much less weight.
 
I'd vote submerged at least half way. It will cut down on noise and catch additional detritus. I'm constantly amazed at how much crap collects on the OUTSIDE of my filter bags.

+1. That's what I did. I check them every day, and change them right before they start overflowing...
