skimmer help...new to this skimmer

i have an excalibur skimmer, i dont know if anyone is familiar with these skimmers but its what i got. I can seem to get it running right. Problem is it has a rio 800 pump. It has TWO spots for air hoses but i cant seem to get it to stop running wet. It just feels the cup up with water.
Isnt one hose supposed to go into the skimmer and one go above the water? there is no spot to hook a hose up to the skimmer.

Depending on how old the skimmer is it should have an adjustable standpipe to correct the skimming wetness...

does it matter how high the water is? I put it in a tank that has a lower level of water, still saltwater though, and it worked fine. I contacted the guy who sold it to me and he told me how to adjust it but that didnt work.
