Skimmer issues

I've had a PCLR skimmer running for over 4 weeks and still has yet to produce skimmate. It has however produce abundance of micro bubbles. Any idea on whats wrong?
 
PCLR is more capable than Sea Clown. I believe it is one of the 1st two things. Is this a HOB or in sump?
 
Here is the exact model. These are pretty simple models, tunning consists of one nozzle. I have positioned that in very possible position to no avail. The water line is regulated by the pump, the ump came with the unit.

Not sure what a venturi is?

There is not a way to regulate the out flow on this.....For the money I paid i'm not jerry rigging anything. I'll just take it back to Pure Reef and get a replacement.
 
Make sure that the skimmer does not sit too deep in the water. The water level needs to be at a correct height in order for it to skim correctly. Once that is established, you can adjust the air flow mix and it "should" work correctly at that point. Some skimmers are very tempermental and need to sit in a correct height of water or they will not function as designed.
 
From the photo, it looks to be a simple Venturi driven skimmer (like a seaclone only larger).

You water level will be regulated by the large pipe to the left. If it's not adjustable, then you have a static water level. The level in your sump will also play a role. The skimmer will have a certain level that it needs to sit in in order for it to work well. You'll also need to have the water level a constant (no fluctuation).

Make sure there is no obstruction in the airline, also.

Other than that, wait for it to break in.

How long has your tank been set up?
